-Mr. Atul Mangla,
Additional Advocate General, Punjab & Haryana, High Court,Chairman, SIL.
Our Mission is to strengthen the students by developing high intellect, moral dignity and positive energy to create social welfare and justice through knowledge of law.
We share the values of high-quality teaching within an environment of internationally competitive research. SIL seeks to provide a creative and supportive environment in which ideas are generated and they flourish. We believe that the essence is to create, integrate and disseminate better understandings of the world around us through knowledge. Recognizing that students and faculty shift and share all three roles, we challenge the notion that knowledge is static and insular. Instead, we welcome and enable a diverse and dynamic learning community of scholars, teachers, and learners.
SIL focus on education and research in legal disciplines and share the knowledge gained with the state, the nation, and the world. The faculty works with students to develop their academic skills, both in general and in the context of specific courses or assignments. For Pragmatic approach workshops throughout the year for students to learn from one another; from the latest pedagogical innovation, through discussions, lectures, and individual consultations with the subject and Legal experts is in our culture. SIL is committed to create the best learning atmosphere and it provides the right equipment and facilities to help its students to achieve their potential during studies. Our students learn in a variety of ways like the case studies, role-plays, and simulations, peer consultation etc. Well planned student support systems help overall development of students through academic, sports, recreational and professional activities.
Here we are committed to achieving excellence in research, and to ensure that our research contributes to the well-being of society. We seek to provide a creative and supportive environment in which ideas are generated and can flourish.
I am happy to be here for this Convocation programme and for the inauguration of the legal literacy club. It always pleases me to come back to academic institutions as I see many young bright faces, this thrills my heart as I see our country’s bright future in them. I compliment Saraswati Shishu Mandir Prabandh Samiti to have created an institution of leaning committed to the emancipation of our women. 26 years is a long period that you have traveled with such great commitment and devotion to impart “ higher education to women”. I applaud the college for treating its mission of educating women as a movement.
I compliment Saraswati Mahila Mahavidyalaya on establishment of the legal literacy club. Knowledge of law is power and helps self-realization. India, the largest democracy in the world, has an emergent need for generating awareness of rights,so that this knowledge helps the people live in consonance with the true dictates of democracy and rule of law. The first step towards that knowledge of law, which can transform people’s lives, is legal literacy. Imparting legal litracy and legal awareness is an odyssey in bringing about radical changes in society, enabling the individuals and societies to become aware of their inherent human rights and civil liberties, so that people can live in dignity and freedom, free from fear and want.
I have been told that your college is in process of introducing a five years integrated Law course, I encourage and wish luck to your college for the same. I wish your college many more years of service in this nobal cause of educating women of our nation. I hope the education you will receive from this institution will help you in your journey in life. I wish each one of you a life-time of good luck in achieving your future endeavors.

In the backdrop of Poverty and Inequality, Legal Aid is an effective way towards attainment of the ideals of ‘Social, Economic and Political’ Justice that are enshrined in our Constitution under the Directive Principles of State Policy. The Legal Aid Implementation Committee of the Government of India formed out of the constructive suggestions of the Bhagwati Committee on Jurisdicare of 1977 had envisaged the setting up of legal aid dispensation clinic in the various law schools.
The object is to spread awareness amongst ignorant masses about their legal rights and duties, and how to go about seeking the same and students of law get exposed to the various problems associated with the ‘real world’, thereby gaining practical knowledge on the subject. We seek to do this through public speaking, awareness camps, seminars, legal counseling, poster making and street plays.
The Legal Aid Clinic aims of bridging the gap between what law promises to offer and the actual realities of law. It follows the model of good governance through citizen participation, which believes that good governance will come about only when citizens at all levels of our democracy effectively participate. The Legal Aid Clinic seeks to impart practical knowledge of law to students. The aim of starting the Clinic was not only to bring future lawyers face to face with the harsh realities of law but also by giving ourselves the opportunity to use and implement the law even before entering the professional world. Legal Aid Clinic will work by building a rapport with the communities, by understanding their concerns, after which they are connected to the district authorities through the processes of law. This process engages communities on a weekly basis, organizing conferences, conclaves, interventions within our surroundings and unique creative methods (e.g. theatre performances).
It shall provide the law students an occasion to learn by doing, use social spaces as a class room, sensitize them to the nature of law that can empower or oppress, facilitate access to justice to the deprived and marginalized, and create socially responsible citizens, advocate, judges, police officers and other State officials. Our aim is to provide free legal aid services to the various sections of the society (Section 12 Legal Services Authority Act, 1987), because we believe that justice should be available to all.
We have an excellent judicial system and everyone should be able to avail its benefits, but most people can't or won't! Many are not aware of their rights or the remedies available to them under law, and this number of people increases with decrease in the level of education managed by them, and it further goes up when the people who desperately need the services of our legal system, do not have the financial resources for it. Now that amounts to an enormous section of our society and we want to help them to the best of our abilities so that they can take advantage of our illustrious judicial system.
The legal aid clinic shall work like a single window facility for helping the disadvantaged people to solve their legal problems whenever needed. Besides legal advice, other services like preparing applications for job card under the Mahatma Gandhi National Rural Employment Guarantee (MGNREG) Scheme, identity card for different government purposes, liaison with the Government offices and public authorities, helping the common people who come to the cell for solving their problems with the government officials, authorities and other institutions also shall be part of the legal services. It shall provide assistance by giving initial advice on the problem, assistance in drafting representations and notices, filling up of forms for the various benefits available under different government schemes, public distribution system and other social security schemes
